Is body paint considered as clothing?

Laws everywhere prohibit nudity and people get arrested for public indecency if they are caught naked in public. Body paint is considered to be a form of art by many people, and is often used to protest issues or bring to light injustices performed in society. So can body paint be considered to be a form of clothing? Some may say that it is not since a person covered in paint is still essentially nude, whereas others might say that it can be considered a form of clothing since it still covers up nudity.
