Favela Painting

Dutch artists Dre Urhahn and Joreon Koolhaas painted whole neighborhoods in Rio de Janeiro and Phildelphia with the help of the communities involved. They focused on poverty stricken areas, and centered their projects on the inhabitants and neighborhood. This allowed residents to take part and mold the project to their experiences, instead of just temporarily participating. It would be interesting to see how neighborhood wide projects such as this affect crime in the area-does a closer community have less crime, and if so, how can communities attain this level of cohesion? It seems that creating art, and thus a community through relationships, provides a strong communal bond and possibly helps deter crime. Why is this used less versus using outside enforcement to suppress crime?
